Role: Senior Proposal Manager

The Senior Proposal Manager is responsible for the delivery of high-quality responses to federal government business opportunities, from pre-RFP to post-submission activities. This includes planning, coordinating, developing, tracking progress, guiding proposal team members, reviewing proposal content for consistency and quality and preparing all proposal documents to result in the submission of winning proposals.

Responsibilities will include the following:

  • Manage the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors.
  • Apply experience and best practices in proposal team management to ensure the timely delivery of proposal submissions that are fully compliant.
  • Maintain & organize the SharePoint collaboration file for each proposal.
  • Analyze RFPs and evaluate compliance with corporate mandatory and rated requirements for public & private sector RFP opportunities.
  • Make recommendations to influence bid/no bid decisions.
  • Lead and coordinate all stages of corporate tier I & tier II federal government supply arrangement RFP/proposals through their lifecycle.
  • Lead bid/no bid and kick-off meetings
  • Maintain and update corporate proposal templates & documentation to ISO standards
  • Draft and submit RFP clarification, qualification and requirement questions.
  • Lead the quality assurance activities on proposal responses including candidate matrices, resumes and corporate qualifications.
  • Responsible for the continuous improvement of the proposal processes, structure and format, win strategies, competitive analysis & compliance matrices.
  • Provide training and best practices to proposal coordinators, proposal writers, and QA specialists.
  • Work effectively with additional team members, including recruiters, sales, consultants & senior management.

Education & Experience:

  • Must possess excellent leadership, communication, prioritization, and organizational skills
  • Must have the ability to obtain a federal government of Canada security clearance
  • Must have the ability to use standard English writing styles to write proposal sections; this includes information research and synthesis from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product
  • Must have high proficiency in the MS Office Suite (Outlook, Word, Excel, PowerPoint, Project), Adobe Acrobat, and SharePoint
  • University degree in Business or Communications (or relevant industry experience) is desired
  • Previous Public Sector experienced is desired
  • Experience in the staff augmentation industry is desired
